One of the must notable occurrences in the history of congressional legislation marked the closing hours of the last Beeeion of the 5Gtli congress. Carter signalized his re tirement from the senate after six years brilliant service by talking the river and harbor bill to death. He occupied the floor for nearly thirteen consecutive hot) re, although in the aggregate about three hours of that time were devoted to other business. From this the senate receded and then passed the St. Louis exposition bill. Tillman, who bad championed the appropriation for Charleston throughout the session, made a final appeal to the eenate to save the Charleston item, but he reali.ed that the Missouri senators were more powerful than he. By a vote of .'IS to 10 the senate receded from the Charleston appropriation and the bill was parsed. Carter resumed bis speech, finally announcing at 0:35 o'clock that it was hie intention not to permit the river and harbor bill to become a law if his strength should hold out, and saying that at that moment he was in excellent physical condition. With the exception of a brief intermission, while a quorum was being secured, and a recess of half au hour, between 10:30 and 11 o'clock louay. uarter spoke practically con tinuously. P. Morgan & Co., is projecting and which is designed to absorb the tube concern, amongothers. It is possible that an appeal to the courts may be made for an injunction. Counsel for the new United States Steel Corpo ration are, however, confident of easily disposing of any legal antagonism. Through an advertisement by White A Blackwell, a etoclc exchange house of lower Broadway, the public obtained the first evidence of an organized movement to oppose the proposed steel combination. This firm advertised that it had been re quested by holders of $1,500,000 of the National Tube Company's stock to organize a protective commlitee on be half of those who where against the con solidation, and asked other shareholders to join in the movement. What the dissatisfied stockholders want, it is said, is the surplus in the company's treasury, which amounted to more than 1(8,078,000 on Juno 30, 1900, and which it is believed, has grown since. There is, moreover, $40,000,003 of pre ferred and f40,000,000 of common stock outstanding. Mr. Morgan, however, is unwilling, it is reported, to let any of the concerns he proposes to merge use this surplus for the stockholders, as each surplus has been reckoned as a part of the working capital of the new concern. Wilcox, the delegate from Hawaii, and a native Hawaiian, is quoted in a Washing ton special to the World as saying of the inaugural ceremonies: "The inauguration of President Mc- Kinley was one of the grandest pageants I tiave ever witnessed. I had no idea of the vastness of tbe United States until I saw the inaugural parade today. I am exceedingly glad to have teen such a sight, and shall remember it as long as I live. I was told that the rain had inter fered with some arrangements. It was splendid enough as it was."
